Of course, the Constitution is the image of the state and its mirror. If you want to know 
what kind of country that country is, you should study its Constitution. By the way, it is possible to 
know the color and appearance of the state through the Constitution. 
The signs of a legal state are the rule of law, equality and accountability of all, the 
implementation of the country's service on the basis of the principle of separation of powers, mutual 
responsibility between the citizen and the country, the real provision of human rights and freedoms. 
One of the signs of the rule of law is the direct operation of the Constitution. According to 
Article 15 of the Constitution, "the Constitution of the Republic of Uzbekistan has high legal force 
in the entire territory of the country, is directly followed and constitutes the sole legal basis." Direct 
observance of the norms of the Constitution refers to the direct use and observance of the norms of 
the Constitution by national associations and citizens. Through the direct application of the 
Constitution, citizens will be able to use the Constitution to protect their fundamental rights and 
freedoms. 
It is confirmed that human rights and freedoms in our country are guaranteed in accordance 
with the generally recognized norms of international law and this Constitution, that the legal 
measures used by the country's authorities against people should be based on the principle of 
harmony and should be sufficient to achieve the goals stipulated by the laws. . 
Among other things, the norms of the "World Declaration of Human Rights", "International 
Covenant on Civil and Political Rights" and the European Convention on "Protection of Human 
Rights and Fundamental Freedoms" have been reflected in the Constitution. 
In particular, no one may be detained, detained, detained, imprisoned or otherwise restricted 
in his liberty without reasonable grounds. Arrests, arrests and detentions are allowed only in 
accordance with the decision of the court. The importance of this new norm is that it serves to 
prevent illegal actions of law enforcement courts during judicial and investigative processes, to 
eliminate cases of groundless detention of a person, and to prevent mistakes related to the restriction 
of a person's freedom during the investigation. . In this way, the dignity of a person, the inviolability 
of his private life, his belief in the law and the court, and the right to act freely are firmly guaranteed 
in criminal proceedings. 
That is, it means that one of the important institutions for the protection of human rights 
through the court is the "habeas corpus act" - any action related to the restriction of individual 
freedom must be carried out only according to the court's decision.[4., ] 
The most important thing is that the updated Constitution defines the courts and law 
enforcement courts inherited from the former system not as agencies that punish citizens, but as an 
agency that respects and protects human rights and aims to restore impaired rights. 
It should also be mentioned that during procedural arrest, a person falls into a bad moral 
state and needs legal help, because he cannot understand that in such a difficult situation, the 
obligation to prove his guilt or innocence is not on him, but on the full investigation agencies. . 
In many cases, people complain that when someone is arrested by the investigative 
agencies, they are not told why they were arrested. Therefore, citizens' rights are at risk when they 
are withheld. Against Tilak, because citizens do not know their rights well and no one has explained 
it to them clearly and completely, illegal situations occur during the investigation. In order to 
prevent such negative situations, the "Miranda rule" embodied in the constitutions and laws of 
developed countries is being introduced into the Constitution of the Republic of Uzbekistan. That is, 
it is confirmed that during the arrest of a person, his rights must be explained clearly and in simple 
language.
