Singapore Summit. 
The ASEAN-Russia Summit was held on 14 November 2018 in Singapore. All 
Heads of State/Government of ASEAN member states and Vladimir Putin attended the summit. At the summit, 
an agreement was reached on the promotion of ASEAN-Russia relations to a Strategic Partnership, and the 
Declaration of ASEAN and the Russian Federation on Cooperation in the Security and Use of Information and 
Communication Technologies (MFAS, 2018a). At this summit, leaders of ASEAN member states expressed 
Russia's continued support for ASEAN centrality and various ASEAN-led mechanisms, including Russia's 
East Asia Summit (EAS), ASEAN Regional Forum (ARF), and ASEAN Defense Ministerial Meeting Plus 
(ADMM-Plus). stated that they welcomed their active participation and support. However, the importance of 
promoting greater partnerships between ASEAN and other multilateral organizations and forums, including 
the Shanghai Cooperation Organization (SCO), was also among the topics addressed at this summit. Other 
topics discussed at the summit included traditional and non-traditional security issues such as international 
terrorism, transnational crimes, threats and challenges arising from the use of information and communication 
technologies, and programs and experience sharing on strengthening cooperation in the fight against illicit 
drug production and trafficking through capacity building. (MFAS, 2018a). 
The measure of ASEAN's success lies in its consensus building, resilience and determination to tackle 
challenges together. Given that the first step towards the ASEAN-Russia exercise comes from Indonesia, a 
critical country in ASEAN-Russia relations, and the country's decision to host the military exercises in its 
territorial waters, Indonesia's role as ASEAN's driving force has also been reaffirmed by its dialogue partners. 
and its approval can be evaluated (MFAS, 2018b). The deepening and widening of ASEAN-Russia relations 
in Indonesia, in particular, emerges as the necessity of a win-win strategy for ASEAN. 
During the Cold War, Vietnam emerged as the most important state in the relations of the USSR with 
the region. Vietnam's point of view towards the USSR stems from the fact that it is an extra-regional, relatively 
reliable military and ammunition supplier and is considered as a balancing factor. With the first summit 
between Russia and ASEAN in 2005, the Comprehensive Action Program was adopted for the years 2005-
2015. However, the Second Summit held in 2010 is also important for establishing relations on a more solid 
ground. This second summit started the process of Russia's membership to the East Asia Summit. The third 
important step in the development of relations took place in 2016, when Vladimir Putin met with ASEAN 
leaders for the first time by hosting a summit held in Sochi within the framework of the 20th anniversary of 
ASEAN-Russia relations. Participants hereby accepted the Sochi Declaration and signed the Comprehensive 
Program of Action for 2016–2020. The Comprehensive Program of Action of ASEAN-Russia cooperation 
continued with 2021-2025 (ASEAN, 2021).
