FOREWORD 

 

This  paper  has  been  prepared  as  background  for  the  OECD  Ministers’  meeting  on  The  Future  of  the 

Internet  Economy  (17-18  June  2008,  Seoul,  Korea).    The  paper  was  discussed  by  the  Working  Party  on 

Communication  Infrastructures  and  Services  Policy  in  2007.    The  Committee  on  Information,  Computer 

and Communications Policy agreed to declassify the paper in March 2008.  The paper is published under 

the responsibility of the Secretary-General of the OECD.
