PUBLICATIONS. SAM has founded and published numerous books, academic journals and special editions. Azerbaijan Focus was one of SAM’s first publications and was published in 2009-2010. Currently, two academic journals of the Center: Caucasus International and Strategic analysis are published on a quarterly base. The SAM Review, a series of special issues by SAM, publishes articles co- authored by SAM fellows and their international counterparts. SAM comments is an ad-hoc publication where the center’s experts offer commentary on particular political or economic issues. SAM has also organized the publication of editions about Azerbaijan in a number of countries around the world. Of these, it is worth mentioning the special edition of Argentina’s journal Historia dedicated to the history of Azerbaijan. BOOKS. SAM has published a number of books both in cooperation with foreign partners and on its own. SAM IN THE MEDIA. Due to the significance of new media for contemporary society and the younger generation, SAM has maintained communication with their audience on Facebook and Twitter social networks as well as on YouTube. SAM’s permanently updated web-site http://www.sam.gov.az/ also contributes to the development of relations with media. Over the past five years, a total of 220 foreign guests representing 53 countries have visited Azerbaijan at the invitation of the Center for Strategic Studies. They have attended roundtables, forums and international conferences organized by SAM. SAM has also organized various local and international events, including panel discussions, meetings, conferences and so on. International conferences Four international conferences were held in 2008, one in 2009, eight in 2010, eight in 2011 and 15 in 2012. Overall 36 international conferences were organized during the past 5 years, 21 of which took place in Azerbaijan. SAM also attaches great importance to contributing to international forums in the academic partnership format. For example, SAM is an academic partner of the Frankfurt Gas Forum. Roundtables/Panel discussions Ten roundtables were held in 2008, 14 in 2009, 18 in 2010, 13 in 2011 and 21 in 2012. Thus, a total of nearly 80 roundtables have been held. Scientific research activities of SAM. In the reporting period, the center’s departments for domestic and foreign policies, economic analysis and globalization have carried out long-and short- term research projects, published numerous academic papers, most in foreign languages, produced open and closed reports and notes, and regularly provided analyses and interviews in electronic media. Considering the importance of objectivity and examination of public opinion, the center’s scientific research projects in the area of domestic policy analysis were usually carried out by means of sociological surveys. About 10 sociological surveys were conducted in the area of Priority directions of Azerbaijan’s domestic policy strategy. One of the center’s projects that attracted public attention was the Analytical Essay Competition dedicated to the 20 th anniversary of Azerbaijan’s state independence. The competition was held among students receiving their education in and outside Azerbaijan. The goals of the competition were to develop and stimulate the analytical skills and abilities of the young people studying politics, history, law, philosophy, international law, international relations, economy, etc. and to identify talented individuals. About 100 participants from local and foreign educational institutions entered the competition. In the area of foreign political analysis¸ Azerbaijan’s international relations, its geopolitical stance in the region, peace and national security issues, the AZƏRBAYCANDA ARAŞDIRMA VƏ BEYİN MƏRKƏZLƏRİ [yaranması, inkişafı və perspektivləri] 279 Armenia-Azerbaijan Nagorno-Karabakh conflict and other topics were often on the agenda of foreign political research in recent years. Research focusing on a careful observation of the political developments unfolding in the world, especially in the South Caucasus, their analysis and prognostication, Azerbaijan’s role in international affairs were of priority importance. As regards to SAM’s research activities on the subject of economic analysis and globalization, important issues such as Azerbaijan’s energy policy, its role in global, especially European, energy security, the Caspian-Black Sea energy corridor, regional energy projects and cooperation with international oil and gas companies were analyzed in the reporting period. Besides, Azerbaijan’s sustainable macroeconomic development, its integration into the global economy, new strategic directions of the state energy policy, development of alternative and renewable energy, economic diversification and other important topics have been research priorities. Commentaries, reports and multimedia resources have been produced in English and Russian, describing Azerbaijan’s socioeconomic indicators for the foreign expert community. SAM joined the list of the best think tanks of the world Every year Pennsylvania University prepares the list of think tanks over the world by attracting more than 6 000 research centers and 2 000 experts. The Center for Strategic Studies under the President of Azerbaijan joined the world’s most respected think tank ranking published by Pennsylvania University and presented in New-York. SAM ranked 124th in the top 150 world think tanks according to the annual report of Pennsylvania University. Thus with its results Azerbaijan is ahead of all CIS think tanks except Russia. SAM took the 32nd place in the list of 60 best think tanks of Central and East European countries as the only representative of Azerbaijan. In this ranking SAM has no competitor from CIS except Russia. SAM also took place in the list of top think tanks associated with government. In this list SAM ranked 32nd place in the world and 10th place in Europe. From all of the post soviet countries only Russia could compete with Azerbaijan in the list of the world’s best government think tanks. In addition SAM was included in the list of think tanks that held the best PR- campaign, taking 51st place. On the base of these results it becomes obvious that in the 5th year after its foundation SAM managed to become the most powerful think tank of South Caucasus. AZƏRBAYCANDA ARAŞDIRMA VƏ BEYİN MƏRKƏZLƏRİ [yaranması, inkişafı və perspektivləri] 280 Institute for Scientific Research on Economic Reforms of the Ministry of Economic Development The Institute for Scientific Research on Economic Reforms of the Republic of Azerbaijan was founded on the basis of the Center of Economic Reforms and the Institute for Scientific Research, Scientific Technical Information and Technical Studies of the Ministry of Economic Development of the Republic of Azerbaijan on December 28, 2006. The director of the Institute is d.e.s. Vilayet Veliyev. ISRER’s main direction of activity is of socio-economic profile. ISRER’s annual budget is more than 700 000 AZN. Head Office for Tax Policy and Strategic Research of Ministry of Taxes of the Republic of Azerbaijan By the Republic of Azerbaijan’s Presidential Decree of February 11, 2000, the Head State Tax Inspection was abolished, and on its basis was established the Ministry of Taxes-the central executive body providing for the implementation of national tax policies, timely and complete collecting tax payments and other returns and related government control. One of the main departments in the structure of the Ministry of Taxes of Azer- baijan Republic is the Head Office of Tax Policy and Strategic Studies. Chief of the Head Office is Akif Farhad Musayev. According to“Regulations” duties by Head Office of Ministry of Taxes for Tax Policy and Strategic Research are the following: - Strategic researches to identify the main goals of the tax policy and improve AZƏRBAYCANDA ARAŞDIRMA VƏ BEYİN MƏRKƏZLƏRİ [yaranması, inkişafı və perspektivləri] 281 tax legislation; - Coordination between the Ministry of Taxes and legislative and executive bod- ies of Azerbaijan for the implementation of integrated tax policy; - Participation in regulating international tax relations and providing for foreign tax legislation to be learned and advanced experience to be applied; - Bringing the regulative and procedural background of the state tax system into accordance with contemporary legislative requirements; - Monitoring the application of tax legislation; - Participation in arrangements of consultancy, meetings and college confer- ences at the Ministry of Taxes; - Providing for the timely, full and proper implementation of the Ministry of Taxes’ orders, errands and directions as well as other legally stipulated func- tions. According to“Regulations” directions of the activity of the Head Office are the following: - Form and carrie out the tax policy in the proper sphere; - Conduct measures on the improvement of tax legislation and tax administration; - Carrie out the estimation and monitoring of the activity; - Conduct strategic researches and sutveys on tax questions; - Organize work on co-ordinating with the state, municipality and taxpayers in connection with application of the tax legislation - Carrie out activity in other spheres certained by the legislation. Structure and organization of work of the Head Office The minister of taxes of the Republic of Azerbaijan determines and asserts the structure of the Head Office and amount of employees. There are 2 departments (Department of development of the tax system and strategic researches, Depart- ment of tax policy and legislation) in the structure of the Head Office, and 1 sec- tion ( Section of estimation of activity and monitoring). 2 sections (Section of relations with state, municipal authorities and taxpayers on tax questions, Section of strategic researches and sutveys) enter in the structure of the Department of development of the tax system and strategic researches, 2 sections enter the structure of the Department of tax policy and legislation (Section of improvement of tax legislation, Section of improvement of tax administration). Work of the Head Office is managed by a person (head of the main department) assigned for position and dismissed by the minister of taxes of the Republic of Azerbaijan. The head of the main department has a deputy assigned for position and dis- missed by the minister of taxes of the Republic of Azerbaijan. Deputy executes obligations, incumbent him by the head of the main department, and carries the personal responsibility for their implementation. The deputy head of the main de- partment executes the functions of the head of the main department in his absence. Other officials of the Head Office are assigned for position and dismissed of the position by the minister of taxes. Duties of the Section of strategic researches and surveys: - To conduct researches on the basic directions of tax policy and to provide the grants of information about it on an instance; - To determine prior directions of the tax policy and measures in the field of strategic researches and surveys and give proposals on this sphere; - To conduct strategic researches and surveys in direction of improvement of tax legislation and administration, to analyse the questions of application of legislation - and to give the proper proposals;14.4. To study and analyse the reports of in- ternational organizations related to the Republic of Azerbaijan in a tax sphere, to prepare proposals on measures conducted in connection with this; - To conduct strategic researches and surveys in the direction of development of the tax system in accordance with the policy of integration in European Union; - To conduct the estimation of efficiency of tax sistem and to conduct researches in this sphere; - To study and implementation of the tax legislation and administration of other countries; - expedience of application of front-rank experience and prepare proposals on the development of the national tax system; - To carry out other duties in accordance with the legislation. The Center of Researches and Development under the Central Bank of Azerbaijan Republic (CRDCBA) The Center of Researches and Development under the Central Bank of Azer- baijan Republic (CRDCBA) was founded in 2010. In spite of being newly-formed AZƏRBAYCANDA ARAŞDIRMA VƏ BEYİN MƏRKƏZLƏRİ [yaranması, inkişafı və perspektivləri] 283 body it is being turned to one of the necessary international centers on researching of economical policy in the country. The director of the center is Vuqar Ahmedov. The basic functions of the Center are the promotion of important scientific re- searches and developing modern study and resources. The Center of Research and Development prepares and presents economical models about macro-economic and financial stability. The Center of Research and Development started to is- sue quarterly “Research Bulletin” by 2013 to report the information about global markets, cyclic and transformation processes in the economy of country, global macro-economic policies, fundamental research of topical problems, purposeful works in the field of modeling and empiric researches. The first number of quar- terly bulletin was placed in the website of Central Bank. The Central Bank of Azerbaijan also publishes quarterly electronic journal named Central Bank and Economy. The Center of Research and Development also presented “Strategic Plan for 2011-2014 year”. CRDCBA takes attention to establish efficient cooperation relations with its international partners. So that CRD had been the member of International Network on Financial Lit- eration of the organization of Economic Cooperation and Development. Nowa- days in this network are represented 135 state organizations from 74 countries and most of them are central banks. Among the ISU countries Azerbaijan joins this organization as the third country where USA, Canada, Germany especially activates as the leading countries. The researches of CRD has a particular importance either in the transforming to the users the most important information about global and national economy or introducing the practical importance of the results of researches, in the approaches of audutories that is used for fundamental researches. Financial Science and Training Center under the Ministry of Finance of the Azerbaijan Republic (FSTC) The Center was founded and registered on June 05, 2002. Today, financial resources forecast and especially public financial forecast, the control of use and execution, along with the field of education of international AZƏRBAYCANDA ARAŞDIRMA VƏ BEYİN MƏRKƏZLƏRİ [yaranması, inkişafı və perspektivləri] 284 and national accounting standards, leading in the industry of training services of Azerbaijan - Financial Science and Training Centre under the Ministry of Finance of the Azerbaijan Republic has come a Based on the letter No. 36 dated on February 9, 1968 from the USSR Ministry of Finance, about “organization of the short-term training courses and economic seminars for the employees of Financial Institutions” and according to the order No. A-13 dated on March 31, 1968 by the Ministry of Finance of Azerbaijan SSR, “Permanently Operating Training Course for the employees of financial institutions” of the Ministry of Finance of Azerbaijan Republic was formed and began operations in the same period. According to the order No. 66 by the Ministry of Finance of Azerbaijan Republic dated on September 30, 1996, “Permanently Operating Training Course for the employees of financial institutions of the Ministry of Finance of Azerbaijan Republic” was named “Training Course on Improvement of Professional Skills of the Ministry of Finance of Azerbaijan Republic” From 2011, as a result of the reform in the Government Accounting system, in accordance with the agreement between World Bank and the Government of Azerbaijan, within the Corporate and Public Sector Accountability Project, FSTC organization structure re-established material and technical base, legal and regulatory documents regulating the activity, adapt best international practice. The main objectives of FSTC: •Improvement on career training, retraining, as well as realization of organization of the additional education. •Certification of financial and accounting staff of state-funded organizations, as well as other government offices and institution in order to operate on the basis of National Accounting Standards for Budget Organizations also, in order to increase the level of professionalism to develop training courses and relevant educational resources. •For the accountants operating in legal entities, branches, representative offices, nonprofit organizations, non-governmental organizations, as well as other areas of the Republic of Azerbaijan, to operate in accordance with the National Accounting Standards and International Financial Reporting Standards for Commercial and Non-Governmental Organizations, certification processes should be implemented. In addition, in order to increase the level of professionalism training courses and relevant educational resources should be developed. During the activity period FSTC emphasizing the quality of the service provided, opted to work with highly professional trainers. Considering international cooperation the first priority, during 2002-2011 FSTC has been established relations with a number of international financial institutions. Department for International Relations and Work with Non-Governmental Bodies of the Ministry of Communications and Information Technologies It was registered on February 20, 2004. Head of the Department is Araz Bayramov. Its main direction of activity is of social, economic, military, political, cultural profile. Director of the center is prof. Mesume Memmedova. The center was founded in 2008. Farman Huseyn Qasimov is Chief Director of CSİ. Its goal is the analysis of scientific-research works, accumulation of advanced technology and innovations connected with the development of the fields with scientific capacity and establishment of the database. Main area of activity of the organization is carrying out researches of the leading technologies in the science intensive fields in the foreign countries, also of the innovation technologies, which meet the last changes in the world economy during the globalization process; creating the information base in that field; studying the priority trends in the development of the leading countries; watching the development of the innovation process in Azerbaijan; solving the problems of the implantation of the new technologies. The Laboratory of Sociological Investigations of the Baku State University It was founded and registered in 1989. The founders are the Baku State University and Faculty of Philosophy. The founder is the Faculty of History of the Baku State University. Director of the laboratory is the head of the Department of the history of Azerbaijan, associate profeesor Mehman Abdullayev.
