•  CESD is closely working with volunteers. 8 volunteers are now involved
in current activities of the Center, and we expect the figure to get larger
by several times in the summer session. The Center also attracts interns to
research and other activities during the academic breaks, and is planning
to further develop this practice. Besides, CESD, as one of the leading think 
tanks in Azerbaijan, is cooperating with Peace Corps (USA) volunteers and the 
center will host Fulbright Scholar from the US in the fall for one year period.
•  CESD has a leading role in analyzing allocative efficiency and analyses
between  sectors/regions/projects.  In  spite  of  the  fact  that  the  center’s
expert bank is not large enough yet, some experts have already been invited 
to analyze public expenditure monitoring by the government institutes.
•  CESD  has  a  leading  role  in  promoting  public  participation  and  providing 
cost-benefit methodologies and approaches to public programs and projects. 
The Center’s experts had a training with government officials and conducted 
awareness campaigns among the communities.
The Economic Research Center (ERC) was the 133rd on “Think Tanks” rating 
held by the Pennsylvania University of the US, in the nomination “The best think 
tanks of the World”  for 2012-2013 in which the influential think tanks of the  world, 
and the US as well, took part. The ERC got high result in another nomination, was 
the 9th in the world on the nomination of  “the best think tanks in the field of the bar” 
Economic Innovation Center 
The Center was established in 2002, but was not registered. The founders of 
the  center  are  Mahammad Talibli, Ayyub  Safaroglu. At  present,  the  director  is 
Mahammad Talibli. The main activity is of socio-economic profile. Its main aim is 
to conduct awareness raising in socio-economic field, to support the dissemination 
of innovative ideas and to conduct economic researches. 
  Economic Research Center 
The Center was established on March 12, 1999 and was registered on July 2, 
the same year. The founder and current director is Gubad (Ibadoglu) Bayramov.

The main activity of the center is of socio-economic profile. The main aim and 
functions are to popularize economic and business knowledge in the society, to 
increase the transparency and reportedness of public  funds, to increase the level 
of participation in making decisions concerning public funds and to achieve social

Center for Economic and Social Research
The Center was established in 1994 and was registered the same year. The 
founders of the center are Najaf Najafov, Hikmet Hajizade, Mehman Aliyev and 
Sabit Bagirov. At present,  Hikmet Hajizade is president, Rasim Musabeyov is 
vice-president,  Sabit  Bagirov  is  director.  The  main  direction  of  activity  of  the 
Center is economic, social research and education. The main objective is to render 
support as public-policy institute in the process of transition to liberal economy

Global Economic Researches Center (GERC)
GERC was established in Septembetr 30, 2003. Organization was registered 
by the Ministry of Justice of Azerbaijan Republic in 19 November 2003. Head of 
GERC is Novruz Guliyev, executive director is Ruslan Atakishiyev.
Global Economic Researches Center is a non-government organization which 
helps Azerbaijan economy to be reconstructed and developed, provides private 
sector with necessary information to increase their capacity and competitiveness 
and gives its contributions to the government in this regard, builds awareness of 
private sector about the reforms in the area of trade and investment.
Mission
To  achieve  constant  development  of  the  private  sector  through  supporting

The Caspian Energy Research Center 
The experience Azerbaijan gained in the field of development of oil and gas 
fields and organization of the tranzit with foreign companies, as well as the energy 
policy  of Azerbaijan  playing  exceptional  role  in  the  region,  rouse  interest  for 
European and world experts in general. 
The  Caspian  Energy  Research  Center  operating  attached  to  the  Caspian 
University is engagaed in the investigation of this and other issues connected with 
the energy. The Center deals with academic and educational activity as analogical 
agencies operating at the European and most universities of the world, at the same

Center for Oil Studies

The Think Tanks and Research Centers analyzing regional processes
Institute of Strategic Studies of the Caucasus  (ISSC)
The Institute was established in 1999 and was registered on September 21 the 
same year. The founder and head is Eldar Ismayilov. The main aim of the Institute 
is the analysis and forecasting of geopolitical and geoeconomic processes in the

“Qafqaz” International Relations and Strategic Research Center
The Center was established on December 13, 2006 and was registered on December 
30, 2008. The founders are Araz Aslanli and Nazim Jafarov. The head is Araz Aslanli. 
The main direction of activity of the center is international relations, social, economic, 
military,  political,  legal  media  and  so  on.  The  main  aim  is  to  contribute  to  the 
strengthening of efforts directed at studying foreign, security and economic policy at 
a higher level, the development process of democracy and human rights, and the steps

Qafqaz Etnosocial Research Center
The Center was established on March 7, 2006 and was registered on September 
29,  the  same  year.  The  founders  are  Yagub  Yagubov  and  Elshan  Hajiyev.  At 
present, the head is Vafa Hasanova. The main aim and function of the center is 
to study and investigate the ongoing processes in the Caucasus. The internet site:

The Caucasus Research Resource Center
The center was established in 2003 by Eurasian Partnership Foundation and 
was registered in 2008 in the composition of the EPF. The head is Gursel Aliyev. 
The main direction of activity is social. The main aim is to help increasing 
opportunities  to  use  high  level  research  resources,  strengthening  the  potential 
of  scientists,  specialists  engaged  in  social  investigations  and  practical  activity,

“Turk-Islam” Research Center
The  center  was  established  on  September  6,  2008.  Its  documents  were  not 
sent for registration as it was operating in the composition of Public Union of 
“Modern Development”. The activity of the agency is regulated by the Regulations 
approved by managerial staff of the union. The activity of the center is coordinated 
by Agshin Atalizade, member of managerial staff of Public Union of “Modern 
Development”. 
The  main  activity  of  the  Center  is  of  scientific-ideological  direction.  The

“Region” International Analytical Centre   (RIAC)
“Region”  International Analytical  Center  (RIAC)  is  a  Baku-based  think-
tank in Azerbaijan working on policy issues in Post-Soviet Space. The Center was 
established on 2009 and was registered on   2012 year.The head of the Center is 
political scientist Razi Nurullayev. The internet (facebook) page is: https://www.

 RIAC It works on preparation of geopolitical policy papers that touch upon 
recommendations on the potential solution of existing conflicts and Euro-Atlantic 
integration.  It also studies the impact of climate change on the politics, use of 
art and culture as well as social media tools on the emerging democracies. RIAC 
organizes round tables, seminars, conferences and other events to bring together 
policy-makers ad experts to discuss the issues of interest for both parties within 
the RIAC mission context. 
RIAC thinks become one of the well-planned and structured alternative think-
tank in the country and will be capable of influencing public policy at both the re-
gional and national levels. RIAC is going to be the first think-tank to deal not only

with European Integration, but also with Asian integration. Becouse Azerbaijan is 
located at the cross-roads of Europe and Asia.

 “Atlas” Research Center 
The center was established in 2005, but was not registered yet. The founders 
are Elkhan Shahinoglu and Afet Guliyeva. The head is Elkhan Shahinoglu. 
The main directions of activity are the analyses about political and security 
researches,  preparation  of  political  documents,  the  resolution  of  the  Nagorno 
Karabakh conflict, processes in the region. 
Center for Eurasian Security and Strategic Studies 
The Center was established in March, 2006 and was registered on February 19, 
2009. The founders are Hatem Jabbarly, Ilham Hasanov and Elmira Mammadova. 
The head is Hatem Jabbarli. The main aim of the center is to contribute to the 
increase of the level of strategic analysis of international processes. The official

 “Doctrine” Journalists’ Military Research Center Public Union
The Center was established in May, 2006, was registered on December 26, 
2007. The center was founded by Jasur Mammadov (Sumerinli) and I.Abbasov.

Center for Military Analytical Investigations 
The center was established on July 15, 2008, was registered on July 16, 2009.

The  main  activity  of  the  center  is  of  military  direction. The  main  aim  and 
function is to conduct analytical research and investigations in the field of security 
and defence,  to analyze them, give references and explanations, forecast them.

economy-oriented. 
“Ecological – Renaissance” Public Union 
The  union  was  established  in  2004,  was  registered  on  July  8,  2005.  The 
founders are Irshad Abbasov and Khagani Mahmudov. At present, head is Irshad 
Abbasov. The main activity is of ecological, social and economic direction. 
National Ecological Forecasting Center 
The  founders  are  Telman  Zeynalov,  Farida  Rustambayova  and  Farikha 
Gadimbayova. Head is Telman Zeynalov. The main field of activity of the center is 
environmental protection and ecological policy. The main goal is the restoration of 
environment, formation of a new ecological thinking in the society about it, holding 
trainings-workshops, publication of contemporary books, brochures, instructions 
about  nature,  implementation  of  technologies  about  emission  management  and

Dynamics of establishment of “think
tanks” in Azerbaijan
 
The establishment of the “think tanks” 
in Azerbaijan incresed after 2000. 
The  distribution  of  the  personnel,
human resources is as the following:
The  comparative  analysis  of  the  statistics  shows  that  permanent  human 
resources are almost distributed equally among the categories of the “think tanks”. 
But  the  think  tanks  of  the  socio-economic  field  leave  all  the  other  categories 
behind by 18-20% superiority.  It can be grounded by high activeness in the human 
resources market in business field. 
The analysis of the statistics shows that 
contract workers prevail in socio-political 
and  ecological  categories,  along  with 
socio-economic field. It can be coordinated 
with  the  financing  of  organizations  by 
foreign donors. The grants of international 
organizations  and  foreign  countries  are 
fixed-time,  that’s  why  mainly  attracts 
time-contract workers. The predominance 
of  TTRC  operating  in  socio-economic 
field  on  current  projects  is  also  felt. 
Furthermore, the TTRCs operating in the 
field of regional issues have also increased 
their activeness. The TTRCs operating in 
military-security field are few in number. 
But  the  situation  is  vice  versa  in  other 
categories.  Decrease  of  activity  of  the 
TTRCs  of  socio-political  direction  is 
observed. In fact, most probably, it is the 
result  of  the  inclination  of  civil  society 
institutions  towards  scientific-intellectual 
investigations. 
The  dependence  on  foreign  donors  in 
financing  of  “think  tanks”  in  Azerbaijan

is still pretty high. Foreign donors consist 
48% of the mentioned financial sources, in 
comparison with it state financing consists 
27%.  14  %  falls  to  the  share  of  private 
financial  opportunities,  11  %  to  the  share 
of  Azerbaijan  business  organizations. 
One  of  the  biggest  problems  is  the  weak 
participation  of  the  middle  class  as  the 
financial donors of the TTRCs locally.
The annual budget of the “think tanks” in Azerbaijan, in general, constitutes 565 
800 AZN. The TTs operating in socio-economic field according to this indicator 
constitute 52% of total funds, it is equal  to 42 % per think tank on average. 
The  results  of  the  analysis  of  the  TTRCs  established  on  the  basis  of  the 
civil society in Azerbaijan indicates that a number of factors create obstacles to 
the development of this field. One of the main problems is connected with the 
financing of the TTRCs. The financing doesn’t have sustainable state and non-
state sources. So, therefore, separate organizations willing to transform into the 
TT, are compelled to conduct the functions of NGO because of the absence of 
sustainable financial sources. It is seen in the quality and quantity of the output. 
Limited  financial  opportunities  stipulate  accordingly,  the  existence  of  poor 
staff  potential.  Increase  in  number  of  agencies  called  TTRC  in  Azerbaijan, 
identification  of  of  a  number  of  research  centers  themselves  with  this  institute 
gives ground to come to an optimistic conclusion.

The  chance  and  potential  of  the  TTs  are  perceived  thoroughly,  both    in 
social consciousness and on the level of higher structures and the processes of 
its  assessment  in  public  opinion    are  underway.  The  investigations  show  that 
the TTs have started gradually to arrest much more attention and are becoming 
important participants of the processes taking place in the society on some issues. 
No doubt, national investigation centers can give and give valuable contribution 
to  the  improvement  of  domestic  and  foreign  policy  of  the  country.  The  main 
issue  is  connected  with  the  extent  of  influence,  the  quality  and    methods  of 
implementation of their activity. Response to these questions give opportunity to 
get full information about the role and functions of those organizations and their 
place in political processes.
