The notion of the “think tank” is a new phenomenon for our country, that’s
why no broad information exists about party think tanks in Azerbaijan.
The parties mention the existence of analytical structures in their composition.
But as if they operate in secret, their direct influence is not observed in the adoption
of decisions. We can say that only 3 parties taking an active part in our survey
attach importance to analytical structures
The Department of the Ideology of the New Azerbaijan Party
The New Azerbaijan Party was established on 21 November 1992 by
National Leader of Azerbaijan Haydar Aliyev in Nakhchivan and registered on 18
December 1992 by the Ministry of Justice of the Republic of Azerbaijan. In a short
period of time local organizations of the New Azerbaijan Party have been set up
in all districts of Azerbaijan. Since 2003 year the leader of party is İlham Aliyev.
The party's stated ideologies are statehood, lawfulness, civic solidarity and
social justice which determine the theoretical foundations of the political future
of Azerbaijan.

The «Department of the Ideology” of the Executive Secretary of the New
Azerbaijan Party has the main activity in the development of analytical surveys
and studies, the implementation of the party's popularization campaign, the
preparation of abstracts, pre-training and local ideological work before elections.
The “Department of the Ideology” works closely with the main driving forces of
the party - «Women's Council» and «Union of Youth». Young people of the party
are involved in ongoing research in the department and their knowledge and skills
are widely used.
The work done in the department is regularly posted on the official web site

various types of analytical articles are prepared and placed in «Analysis» section
of the web site.
The official press organ of the party is the «New Azerbaijan» newspaper:

is formed in the structure of this media organ which makes the activity on
publication of analytical materials in the newspaper. Moreover, in the framework

“The Club of Intellectuals” acting attached to the
Azerbaijan Democratic Reforms Party
The Center was established in September, 2005. The founders are Asim
Mollazade, Merdan Afandiyev, Ingilab Ahmadov, Tahir Baliyev and Ulker
Abdullayeva. At present, head is Merdan Afandiyev. The main aim of the center
is to contribute to the development of the country, implementation of democratic

Analytical Center of Justice Party
The Center was established in 2001. The heads of the center are Mutallim
Rahimli and Elkhan Shukurlu. The main aim and functions of the center is to

It is also important to have a look at the dynamics of registration of the think
tanks and NGOs. There are 15 unregistered “think tanks” in Azerbaijan
according to the results of the conducted survey. Some of their names are on
global rating.

Society for Humanitarian Research
The society was established in 1997 and registered on April 14, 2000. The
founders are Avaz Hasanov, Mehriban Mammadova, the head of the society is
Avaz Hasanov.
The main directions of the activity of society are human rights, conflict resolution,
migration and integration processes. The approximate annual budget of the society

Society of Azerbaijani Futurologists
The society was founded on October 5, 2006. The founders are Reyhan
Huseynova, Sabina Manafova and Elshad Huseynov. The present head is Reyhan
Huseynova. The main direction of activity of the society is to define the scenarios
of the future development studying the development directions and fields , being
the first center of investigation of this type in Azerbaijan. The official internet site:

Center for Innovations in Education (CİE)
The Center for Innovations in Education is a non-profit organization (NGO) based
in Baku, Azerbaijan, whose main aim is to assist educational experts, institutions,
policy-makers, advocacy groups and the general public in improving the quality
and efficiency of education in Azerbaijan. The founder and a Programme Director
is Elmina Kazimzade. Ulviyya Mikayilova is the executive director of the Center.
CIE conducts programs in five main areas to support education development
in Azerbaijan: General Education; Early Childhood Development; Inclusive
Education; Professional Development; Policy and Research; Effective School;
Supporting Families with Young Children through Community-Based
Preschool Services, Improving Quality of Primary Education and Development of

Policy Unit (PU) of The Center for Innovations in Education (PU CIE)
The Center for Innovations in Education (CIE) is opening a Policy Unit (PU)
in order to develop CIE’s research capabilities and position the organization to
have a greater impact on the development of social policy. The mission of the
Policy Unit will be to reduce inequality and advocate for equitable access to
education and social services across Azerbaijan. The CIE Policy Unit will produce
regular, high-quality research that inspires discussion across a diverse group of
social policy stakeholders, leads to greater cooperation between civil society and
the state, and works to improve the policy making process.

The policy unit will operate with three goals in mind. Firstly, to provide thorough,
policy-relevant research that fills knowledge gaps currently existing in the education
and social spheres and raises the level of policy analysis within the state and civil
society organizations. Secondly, to widen the base for constructive policy debate by
bringing together civil society and the state. Finally, to introduce more unified, agenda-
based public advocacy among local civil society and international organizations
through the development of a policy network of social policy stakeholders. To this
end, the Policy Unit will develop a comprehensive internal research strategy that
explores the overall theme of access to social services through the various stages in
a child’s development. This strategy will provide a systematic direction for CIE’s
research and will be used to better synchronize research of different actors in social
services. Guided by its research strategy, the Policy Unit will conduct three major
studies per year, presenting its results in the form of policy reports, briefs, the Policy
Unit blog, and if successful, in peer-reviewed scholarly journals.
Centre for Social Policy Development
The Centre for Social Policy Development (CSPD) has a mission to reduce
inequality of opportunity in Azerbaijan, bringing minds together from field work
and research to deliver policy recommendations that fit the country’s economic,

CSPD is built upon United Aid For Azerbaijan’s (UAFA) strong experience
and reputation in the child and family welfare sector. Our research and
policy recommendations are based on 15 years of experience of field work in
Azerbaijan. UAFA projects continue to provide opportunities for studying the needs
of the most socially excluded in society, and the effects of policy change upon them.
CSPD’s current focus is to:
· give vulnerable children and their families a platform for their voices to be
heard in policy-making
· promote innovation in public services in order to improve quality, efficiency,
transparency, responsiveness and accountability
· be a communicating bridge between Ministries, State departments and civil
society
CSPD maintains a neutral position politically; however, we are a strong

believer in the importance of social rights in democratic development. Social
rights, referring to a man’s social status, is determined by his level of participation
in society. Participation is enhanced through provision of universal education,
health and welfare systems, as well as job security and housing.
CSPD offers the following services:

· Situation Analysis of social policy areas – for public, private and NGO clients
· Detailed research – design, implementation and analysis
· Development of policy papers, advocacy strategy and communication support.
Support Center for Democratic Elections
The Center was established on March 17, 2005. The founders are M.Huseynova,
I.Mustafayev and Ch.Dadashov. The director of the center is Chingiz Dadashov.
The main direction of activity is of political profile. The main aim and function
is to protect human rights and raise awareness. The center doesn’t have financial
source and acts on voluntary basis.
Political Technology Center
The Center was created in May, 1999. The founders are Vali Alibeyov, Ilhame
Mammadova and Zemfira Zalova, the chairman is Vali Alibeyov.
The main direction of activity of the center is of socio-political profile. The
main aim and functions of the center are to find scientific ways of solution of the

“Diaspora and Lobby” Center for Strategic Studies
The center was established in 2001. The founder and head is Zaur Aliyev.
Investigations are conducted on the Azerbaijani diaspora, lobbying, geopolitics,

Center for Islam, Democracy and Human Rights
The Center was established in 1998, but was not registered. The founders of
the center are Aytekin Imranova, Nargiz Abbaszade, Leyli Guliyeva and Tarana
Jumayeva. Present director is Aytekin İmranova. The main aim is to support
human rights and development of democracy, free and fair elections. The budget
of the center is formed from the volume of projects supported by various funds.

“AREAT”Center for Research of Modern Social Processes
The Center was founded in January, 1998 and was registered on March 27,
1998.The founders are Ali Abbasov, Yelena Qasimova, Rahman Badalov and

The center mainly operates in social, economic, military, political, cultural
and gender fields. The main objective of the center is to help the establishment
of the civil society in Azerbaijan on the basis of development of active social

Center for National and International Studies (CNIS)
Center for National and International Studies (CNIS) is an independent non-
profit research institution based in Baku, Azerbaijan. The founder and the current
president of CNIS is Dr. Leila Alieva. Dr. Alieva was also the former Deputy
Director (1991-1994) and Director (1994-1996) of Baku-based Center for
Strategic and International Studies. The co-founder of CNIS is Dr. Aydin Balayev.

Its goal is to conduct non-partisan research, covering a wide variety of issues

The Center for Economic and Social Development
The center was established in 2005 by economic and social experts studied
in western countries. It was registered by the state on March 15, 2006. The main
aim of the center is to support social and economic reforms implemented in the
country, help increase transparency, conduct economic and social investigations
and so on. The founders of the center are Vugar Bayramov, Elchin Rashidov,
Zaur Mammadov and Faina Hanifayev. The present director is Vugar Bayramov.

The Center for Economic and Social Development (CESD) was established
for the purpose of promoting research into contemporary economic and social
problems in 2005.
The Center is a leading Azerbaijani think tank specialized in economic and
social policy issues working with and establishing bridge between the government
and the various representatives of civil society.
The Center aims at organizing and promoting theoretical and practical research
in the economic and social development problems (i), providing policy advice to the
Government of Azerbaijan (ii), contributing to the national capacity building and
raising public awareness of socio-economic issues (iii), fostering cooperation between
the public, private, NGO sector, and educational institutions in addressing and resolving

workshops on social and economic topics. The Center exchanges research papers
with several research institutions abroad. CESD has achieved success by establishing
an international network of academic contacts and promoting coordinated research
programs. The centre's work has involved its researchers in studies of social sphere
reforms, WTO accession; poverty reduction; MDGs and many other topics in

Below are some of specific activities of the CESD:
• CESD produces policy papers for the purpose of influencing the government’s
policy. These papers enabled CESD, as the only Azeri think tank, to be included

php?oid=211&zone=org&action=org&org=3845) . These products by CESD
are also used by Centre for Policy Studies at Central European University.
• While supporting and promoting the changes, such as the establishment of
market economy, as one of the leading Azerbaijani think tank CESD is also
concerned with and produces relevant papers on inequality and poverty issues.
CESD tries to address these issues mainly through the effective government
policies. The Center has a close cooperation with International Development
Economics Associations (http://www.networkideas.org) in this area.
• CESD has the largest and the most diverse network at both domestic and
international levels. At the national level, this diversity includes partners
in 24 regions, virtually all think tanks, universities and mass-media. At the
international level, CESD has been included in all well-known think tanks
directories. CESD is the first Azerbaijani think tank included in NIRA's World
Directory of Think Tanks (the world’s most popular think tanks directory).
