Democratic participation and political communication in systems of multi-level
governance

The project deals with the problems of electoral participation and
political communication in systems of multi-level governance. It
employs a threefold research strategy (survey research, aggregate-
data analysis and communication research). Recent developments
in each of these methodologies will be incorporated, particularly re-
cent developments in the methodology of ecological inference. The
survey and media components of the project will cover all fifteen
member states of the EU. The aggregate data component covers six
EU states (Denmark, France, Germany, Great Britain, Ireland and
Spain) and three states in the U.S. (California, Michigan and Texas).
The project consists of five phases: theoretical and methodological
development, data preparation, country and comparative analysis
and preparation of final reports. It is anticipated that the project will
lead to a substantial improvement in scholarly understanding of the
problem of abstention and to significant policy recommendations.

Political attitudes and political participation in unified Germany: A long-term
comparision of determinants and consequences (1994 election)

This project aimed at a long-term analysis of the transformation
process of political orientations and behavior patterns in both parts
of Germany after unification. The following three groups of public at-
titudes towards politics were to be studied in terms of their temporal
dynamics and determinants: First, satisfaction with the political sy-
stem and democracy, trust in the political system and its instituti-
ons, beliefs about their performance, and allegiance to the political
community; second, how citizens perceive their role in the political
process, how they evaluate their own political competence and po-
litical influence, and how they rate the responsiveness of political in-
stitutions; third, orientations towards intermediaries of interest
mediation, such as political parties, interest groups and social mo-
vements. In addition, patterns of political participation in the old and
new German states were analyzed. The empirical material consists
mainly of the first wave of a three-wave panel-survey with identical
repondents over a period of eight years and three federal elections
(1994, 1998 and 2002). The project was pursued in collaboration
with researchers from the Universities of Jena, Mainz, and Stuttgart.

This project is a continuation of the work done in the context of the
1994 election. Respondents surveyed on the occasion of the Bun-
destag election of 1994 were re-interviewed in 1998. Furthermore,
a new cross-section survey with about 3.000 respondents was per-
formed for control purposes. As in 1994, a four-way-split design was
applied (East/West, before/after the election). Extensive analysis of
the data both from 1994 and 1998 under the aspects mentioned
above was performed. In fall of 2000 another smaller cross-section
survey was taken in order to improve the observation of attitude dy-
namics. The project is pursued in collaboration with researchers
from the Universities of Mainz and Stuttgart. Preparation for this
project was funded by a research grant from the University of Bam-
berg of about EUR 11.500,--.

This project is a continuation of the work done since the 1994 feder-
al election. Respondents surveyed on the occasion of the Bundestag
elections of 1994 and 1998 were re-interviewed from August to No-
vember of 2002, with the election taking place on September 22. In
addition, a new cross-section survey with about 3.000 respondents
was again be performed for control purposes. As in the two previous
studies, a four-way-split design was applied (East/West, before/af-
ter the election). Contacting the almost 6.500 panel-respondents
from 1994 and 1998 to assure their further collaboration was the

first major task. Questionnaires did, of course, closely match those
used in the previous two elections.
After this massive data collection effort, beginning in late 2002 the
three-wave panel-data and the three cross-sections will be analyzed
extensively, pursuing the following general research questions:
Changes in the German political culture; orientations vis-a-vis the
political system, its institutions and outputs; patterns of political
participation; attitudes toward political parties and their personnel;
issue-orientations and their effects on the vote; economic percepti-
ons and evaluations and their political implications; determinants of
vote switching; sources and dynamics of left- and right-wing radi-
calism; gender-differences in political attitudes and behavior. All of
these topics will be pursued with a strong focus on East-West com-
parison and on individual-level dynamics.
The project is pursued in collaboration with researchers from the
Universities of Mainz and Stuttgart. Preparation for this project was
funded by a research grant from the University of Bamberg of about
10.000 Euro.

Political, social and economic development of Germany reflected in surveys for
the United States Information Agency (USIA)

One of the most important institutions to commission surveys about
public attitudes on political, social or economic issues in European
countries in the post-war decades has been the United States Infor-
mation Agency (USIA). Only a fraction of those studies collected in
Germany were readily available for scholarly secondary analysis.
Survey studies of many decades ago face a growing threat of dete-
rioration, or even loss of data and documentation, and increasing
difficulties of reading and decoding old media and coding tech-
niques. After a continuous work on more than 150 studies in two
previous research projects, the last about 50 surveys that have not
been available in German archives have been collected from the Na-
tional Archives and Records Administration, College Park, MD. Now
they are turned into SPSS-data-files, documented, and made
available for the scientific community through the "Zentralarchiv
fuer empirische Sozialforschung" at the University of Cologne.

The PolitikON project is designed to organize cooperative and inter-
disciplinary development and utilization of new multimedia tech-
niques for the field of political science. Within the project content
relevant for political science study and research will be collected,
created, and integrated, and made available through an internet
portal. The project is pursued jointly with the German Political Sci-
ence Association (DVPW); the principal Bamberg researcher serves
as the internet-coordinator for the DVPW. It is funded within a re-
cent program by the German government to enhance the use of new
media in education. The substantive work of the project is coordina-

ted at the University of Cologne, additional project sites are the Uni-
versities of Halle, Mannheim, Osnabrueck and Trier.

The determinants of active participation at the European and national levels

The scientific objective of this project is to analyse the individual and
societal factors that affect active civic participation. "Active civic
participation" includes electoral and non-electoral participation at all
levels of governance. Within this spectrum of civic participation, the
project devotes special attention to participation in European Parlia-
ment elections and in referendums dealing with European issues.
The project also aims to make policy recommendations designed to
improve the extent and the quality of active civic participation. The
research project will (1) identify the effects of four basic variables
(gender, age, class, and disability) on civic participation; (2) identify
the effects of two key actors (political parties and the media) on ci-
vic participation, with particular reference to the effects of these two
actors on participation in the European Parliament elections of
2004; (3) identify the effects on participation of the different socio-
political contexts that characterise different European societies; and
(4) identify the ways in which the three sets of variables just outli-
ned interact and thus determine the level and quality of civic parti-
cipation. Successful completion of this research agenda will
constitute a major advance in the scientific understanding of the
factors promoting and inhibiting active civic participation. The pro-
ject is pursued in collaboration with researchers from the following
universities: Aarhus, Barcelona, Belfast, Bergen, Budapest, Dublin,
Enschede, Florence, Gent, Grenoble, Manchester, Plymouth and
Warsaw.

Das Projekt dient der Sammlung von Daten und Publikationen über
Eliten in Deutschland im 20. Jahrhundert, wobei die im Gefolge der
verschiedenen Regimetransformationen (1919, 1933, 1945, 1990)
erfolgten Umbesetzungen in gesellschaftlichen Führungspositionen
(in Politik, Verwaltung, Wirtschaft, Verbänden, Medien usw) im Zen-
trum des Interesses stehen. Neben historischen Studien sollen die
verfügbaren Datensätze gesammelt, archiviert und reanalysiert
werden, und zwar sowohl Umfragedaten als auch Sammlungen bio-
graphischer Daten. Ziel des Projektes ist eine englischsprachige
Buchpublikation.
