Annotation: 
This article describes the importance of the most important factors, 
which are the product of education-upbringing-consciousness, but at the same time 
determine the level of consciousness and its development, i.e., the most important 
factors that shape and enrich the spirituality of the people, their scientific and 
theoretical foundations, their specific features, a number of problems in the 
implementation of education and upbringing and disadvantages of the educational and 
legal education system in the Republic of Uzbekistan, organizational and legal 
foundations and a number of suggestions and recommendations for their development. 
Аннотация: 
Ушбу маколада «Таълим-тарбия-онг маҳсули, лекин айни 
вақтда онг даражаси ва унинг ривожини ҳам белгилайдиган, яъни халқ 
маънавиятини шакллантирадиган ва бойитадиган энг муҳим омилларининг 
аҳамияти тавсифи, илмий ва назарий асослари, ўзига хос ҳусусиятлари, таълим 
ва Тарбияни амалга оширишдаги бир қатор муаммо ва камчиликлар Ўзбекистон 
Республикасидаги таълим ва ҳукуқий Тарбия тизими, ташкилий ва ҳуқуқий 
асослари ва уларни ривожлантиришга оид бир қатор таклиф ва тавсиялар 
берилган.
