Dear President Sh. Mirziyoyev said in his speech at the inauguration ceremony of the
presidency on November 6, 2021, "If we look at the world experience, we have witnessed the
implementation of constitutional reforms in most countries during the period of fundamental
changes. Therefore, we will consider the issue of improving our Basic Law, which will determine
our current and future progress, and first of all, we should consult with senators, deputies, the
general public, and our people, and at the same time, we should study the constitutional experience

During the preparation of the updated Constitution, the opinions and proposals of our people
were first studied in 2 stages, that is, in the first stage, our people gave more than 60 thousand
recommendations to form the plan of the Constitution. One out of four of these recommendations
was included in the plan, and in the second stage, the Constitution plan was put to public discussion.
5 million of our people got to know and gave more than 150,000 recommendations through mass
media and Internet networks. Thus, 65 percent of the text of our updated Basic Law was updated
based on the proposals of our people.[2, 78]
At the same time, it is fair considering that 10,000 additional recommendations were
received in discussions with labor unions, higher educational institutions, neighborhood devotees
and intellectuals, and the opinions and recommendations expressed were included in the
Constitution. It is a constitution.
The text of the constitution was not written by scientists or experts in the cabinets. First, the
opinions and proposals of our people were studied in 2 stages, after which the Constitution was
prepared. Before the adoption of the Constitution, a plan was first developed, and then it was put to
the discussion of the people.
By the way, Uzbekistan is on the way to building a humane, just, fair and just country. For
this purpose, in Article 1 of the Constitution of the Republic of Uzbekistan, Uzbeks have a great
responsibility as a legal country. The Constitutions of all developed countries have established the
same norm and they achieve development on that basis. In fact, the rule of law is established in our
country, but there are many problems in the implementation of laws. There are loopholes in the
laws of our active country, on the basis of which the direct action of the Constitution on the
