LEGAL BASES OF ENTREPRENEURSHIP DEVELOPMENT IN LOCAL SELF-
GOVERNMENT BODIES

Summary:
This article highlights the legal basis for the development of entrepreneurship in
local government bodies, the economic achievements of the country, tasks, proposals and opinions
on the implementation of the adopted regulatory legal acts in order to ensure the accelerated
development of all sectors and the social sphere based on innovative ideas, developments and
technologies.

INTRODUCTION.
In the social economic as well as political system of each state, the activities of local
government bodies occupy a special place. Local government authorities provide for the
implementation in the territories of documents and state programs adopted by higher state bodies.
Today, we can write that the activities of the local state government are widely covered in
Chapter XXI of the Constitution of the Republic of Uzbekistan, “local state government”, “elections
to
the Regional, District and city councils of people's deputies " ” "status of a deputy of the regional,
district and City Council of people's deputies", " administrative-territorial structure in the Republic
of Uzbekistan, it is regulated by the laws”on the procedure for solving issues of naming and
renaming toponymic objects “and the constitutional law”on updating and further democratization of
Public Administration and strengthening the role of their political parties in the modernization of
the country " and other regulatory legal acts.
In the Republic of Uzbekistan, local executive authorities operate under the leadership of the
governor. The candidates of the regional and Tashkent City Mayors
will be submitted by the
Presiden for approval to the regional and Tashkent City Council of people's deputies after
consultations with each of the party groups in the respective councils of people's deputies.
Candidates for the district and the City Hall of the high-ranking governor, the candidate is selected
from among the deputies and submitted to the relevant council for approval. The mayors of the
region, district, city are appointed and approved from among the deputies of the relevant council of
people's deputies. The term of office of Governors is five years[1.].
Governors are personally responsible for the decisions and activities of the bodies they
preside over, implementing their vacuoles on a singularity basis[2.].
Local state authorities have the right to accept regulatory legal acts,
in this regard, the
people's deputies adopt a normative act of the "decision" style as the head of local councils and the
governor's local executive body[3.]. Regulatory acts adopted by local executive bodies are mainly
decisions of the higher standing representative body aimed at implementing the implementation of
the documents adopted by them on the premises. As the head of the executive body, the governors
have the authority to independently make regulatory decisions regarding the development of
entrepreneurship.

presidential decrees and decisions, decisions
of the Cabinet of Ministers, documents of regulatory
nature aimed at ensuring the implementation of decisions of the governor and Council of high
security in places;
