Army building process in Azerbaijan Democratic Republic

The article analyzes the historical significance of the army building carried 

out  during  the  Azerbaijan  Democratic  Republic.The  Azerbaijan  Democratic 

Republic's army building process is divided into two stages.The first period 

was carried out by the Government of Azerbaijan with close involvement of 

Turkish military experts invited under the Article 4 of the Friendly Agreement 

signed between Turkey and Azerbaijan on June 4, 1918

However,  after  the  Turkish  military  forces  abandoned  Azerbaijan,  the 

government of Azerbaijan took over the whole responsibility of the army. The 

War Ministry was restored by the decision of the Government of Azerbaijan 

dated  November  1,  1918,  and  from  that  date  the  second  period  of  the 

Azerbaijan Democratic Republic military building begins.

The foundation of military organizations and the army was entrusted to 

General  Samed  Bey  Mehmandarov.  On  December  25,  1918,  he  began  his 

mission  as  a  military  minister.  It  became  possible  to  create  a  new  army  in 

a  short  time  with  the  close  support  of  the  Azerbaijani  government  and 

parliament. The combat qualities of this army allowed it  be possible to prevent 

the implementation of all aggressive plans of  Armenia from occupation of 

Azerbaijani territories.
