Performance Measurement Sistem in Higher Education by Using Balanced Scorecard
Most of the top-level managers have noticed the deficient aspect of financing aimed reporting and have realized that a well-designed performance measuring system constitutes a basic in achieving strategic objectives. This development has lead to emergence of Balanced Scorecard system in preparing organizational performance reports.
Balanced Scorecard, fed by trends such as quality, security, total quality customer-oriented production and organization, management of change, activity based cost, integrated supply chain, process management, competition management, is a strategic management understanding, which emerged in the 1990's and has more radical opinions than its resources.
Balanced Scorecard approach ensures the integration of all dimensions of the management information system of an organization and significantly affects the managers' manners of assessing their enterprises and ways of using time and resources.
The short and long term objectives of Balanced Scorecard are to reflect the financial and non-financial, intra-company and out of company relation between performance and result indicators onto the company strategy in a balanced manner within cause and effect hierarchy.
In the first sections of my study, which I have presented as a Post Graduate Degree Thesis, it has been dwelled upon the concept of performance and in the following sections the application process has been explained by introducing Balance Scorecard and the application of Balanced Scorecard analysis has been realized in Industrial Engineering department in İstanbul University.
