ABSTRACT
The article is devoted to the discussion of the problems of tourism development in developing
countries through the operation and regulation of microfinance sectors. Nowadays many developing
countries estimate the development of tourism as strategic direction to achieve economic growth. Tourism
sector is accepted as a created demand filed of seasonal and local features for micro and small enterprises.
Therefore, financial markets do not accept micro and small enterprises as significant clients and as usual
government regulation is directed to investment attractiveness of local tourism investments. The
modernization of the financial sector is implemented through the Microfinance Organizations. The article
analyzed current tourism situation in Azerbaijan and studied international experience of developing
countries in the field of microfinance. Using the maintains of MO commercial banks can create new
tourism sectors by applying financial innovations in tourism market.
