Health Sector Reform Project/Ministry of Health

of the Republic of Azerbaijan

SUPPLY OF MEDICAL EQUIPMENT & SUPPLIES

IFB No: HSRP/Medical Equipment & Supplies for 4 Village Hospitals, 8 Primary Health Care Clinics and 100 beds Agdash City Hospital Delivery Department/G/ICB/7.06
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, on November 30, 2006.

2. The Republic of Azerbaijan has received a credit from the International Development Association toward the cost of Health Sector Reform Project, and intends to apply part of the proceeds of this credit to payments under the agreement resulting from this IFB No: HSRP/Medical Equipment & Supplies for 4 Village Hospitals, 8 Primary Health Care Clinics and 100 beds Agdash City Hospital Delivery Department/G/ICB/7.06for the supply of the medical equipment& supplies:


Lot 1: Medical Equipment & Supplies for 4 Village Hospitals
Lot 2: Medical Equipment & Supplies for 8 Primary Health Care Clinics
Lot 3: Medical Equipment & Supplies for 100 beds Agdash Hospital Delivery Department

3. The PIU of the Health Sector Reform Project/Ministry of Health serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the supply of medical equipment and supplies.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised October 2006 and May 2010 and are open to all Bidders eligible as defined in these Guidelines that meet the following minimum qualification criteria:

(a) Financial Capability

The Bidders shall furnish documentary evidence that turnover during the last 3 years constituted in average 2 million USD.

(b) Experience and Technical Capacity

Bidders should have at least 2 successfully completed contracts for similar goods over the last five years.

Bidders should have at least 5 years of experience in manufacturing or supplying of similar equipment as required under this IFB.

The Bidder shall furnish documentary evidence that all the goods to be supplied are in the market at least 2 years.

(c) The Bidder shall furnish documentary evidence to demonstrate that the goods it offers are in conformity with international standards: ISO-9000-9001, EU, NIST, etc.

5. Interested eligible bidders may obtain further information from PIU of the Health Sector Reform Project/Ministry of Health of the Republic of Azerbaijan, Rashad Mafusov, Director (e-mail: r.mafusov@hsrp.az) and inspect the Bidding Documents at the address given below from 10:00 A.M. to 17:00 A.M.

6. A margin of preference for eligible national contractors shall not be applied.

7. A hard copy of complete set of Bidding Documents in English may be purchased by interested bidders on submission of a written Application to the address below and upon payment of a non refundable fee of USD 350 or 275 AZN. The method of payment will be the bank transfer. The bank details are as follows:
