In our nation-loving, sovereign state, every year the 8th of December is solemnly celebrated as the day of adoption of the "Constitution of the Republic of Uzbekistan". On the same day of 1992, the XI session of the Supreme Council of the Republic of Uzbekistan adopted the Basic Law of our country – the National Constitution. At the same time, the first president of our country Islam Karimov signed the law “On the adoption of the Constitution of the Republic of Uzbekistan” and “On declaring the day of adoption of the Constitution of the Republic of Uzbekistan as a national holiday”.

In the preparation of the project of our main law, one can see that its authors rely on three main sources: centuries-old national legal heritage, international human rights standards and foreign constitutional experience.

As for the construction of the “foundament”of our Constitution, based on three thousand years of national statehood experience. Today, Uzbekistan has embodied ancient Khorezm and Sogdiana, Karakhanids, Khorezmshahs, Amir Temur and Temurids, Uzbek khanates, Jadids, historical traditions of our people and their longwaited centuries dream as an independent state.[1]

In the meantime, based on our interests and aspirations, our Basic Law was created taking into account the progressive constitutional experience of 97 countries of the East and West, South and North.

It is of great importance that we know and appreciate it as the background of our life on the basis of the implementation of the constitution not only when it is praised, but also when it comes to the pragmatical realization of the rules.

In our Constitution, the dream of our people as establishing legal democratic state and civil society, creating a free and prosperous life - is fully expressed. There is also defined peace, tranquility, harmony, the core of life, which is the guarantee of uzbek citizens` lives. The rights and duties of citizens are harmonized with each other. The most important thing is that the human rights.

In particular, our main law indicated the expertise of specialists of the United Nations, the Council of the Organization for security and cooperation in Europe, scientists and lawyers of a number of foreign countries, in which the Basic Rules of democracy were enshrined:

-The state expresses the will of the people and serves its interests. State bodies and officials are responsible in front of the society and citizens. (Article 2.)

-The people of Uzbekistan are citizens of the Republic of Uzbekistan, regardless of nationality. (Article 8.)

-The most important issues of the life of society and the state are presented to the people's discussion, put on a general vote (referendum). The procedure for holding a Referendum is determined by law. (Article 9.)

Democracy in the Republic of Uzbekistan is based on universal principles, according to which a person, his life, land, honor, dignity and other inviolable rights are considered a high value.

Democratic rights and freedoms are protected by the Constitution and laws. (Article 13)

In the Republic of Uzbekistan, all citizens have the same rights and freedoms and are equal before the law, regardless of sex, race, nationality, language, religion, social origin, nationality, personality and social status. (Article 18) [2]
