Programming services are considered to be one of the most effective innovative services at a
time when all industries are automating day by day and the demand for software products
increasing sharply. Not only we still do not have a very good infrastructure for the development of
this direction in our country , but also there is a relatively large number of people with high
scientific potensial among the population, especially the youth , and there is an opportunity to
sharply increase exports to developed foreign markets, where prices are much higher. [4]
The development of programming sevices , which have been effectively established in most
developed countries, are penetrating every field and have high prospects by specialists, is of great
importance for the economy our region. In 2018 directly 3 million and indirectly over 14 million
people carried out activities in the field of software in USA. Also, the fact that the industry directly
added $845 billion in value to GDP and invested nearly $83 billion in R&D indicates that the
industry is growing rapidly. In particular, the detailed research of innovative education and
programming services is an important component of these services and is considered one of the
most vital issues. The development of programming services in the region has a great impact an
eliminating unemployment, satisfying internal demand exporting to foreign markets and most
importantly accelerating the formation of the digital economy. Before many types of services that
were considered worthless to commercialization can be delivered over long distances to diffirent
markets of the world in a short time because of development of information technology and tele
communication industry. On the other hand , development and progress in ICT enable to remote
delivery to services which previously required the presence of the consumer and the provider in the
same place. The growth of the modern economy is related to intellectual services. Intellectual
services, such as software, are now the basis of innovative services, growing at a more rapid pace in
perspective. It is worth noting that in a short period of time, the government of new Uzbekistan,
among the main directions of further development of the fields of education and science, is directed
to the implementation of measures to popularize modern professions in the IT field among students
and to accelerate the development of the field in Presidential Decree of The Republic of Uzbekistan
on November 6, 2020 No. UP-6108 "About measures for development of education, and science
during the new period of development of Uzbekistan"[6]
President Shavkat Mirziyoyev chaired the meeting dedicated to training potential personnel
in the field of information technologies and working with talented young people noted "the digital
economy has been identified as the main driver of our country's development in the next five years
and the implementation of the "Digital Uzbekistan - 2030" strategy has begun in all sectors and
regions in this regard". In addition, he informed that until now 89 projects have been launched in
regions and more than 200 projects in networks, and the volume of software products developed
during the 8 months of this year has increased by 2.4 times, their export has increased by 3.3 times
and reached 26 million dollars.[7] Reforms in the field of information technology at the level of
such govermment policy will serve to digitilize and innovate the economy of our country in coming
years. It increases its competitiveness in mutual economic relations with foreign countries and
ensures of payment a positive balance.
The movement of the seekers of knowledge from one region to another region or country for
the purpose of education goes back to the 4th century BC. Since the 20th century, trade in
educational services has been shaped more as a social aid to less developed countries, not just for
profit or business, and the passage of time has led to the development of this innovative type of
service. Later, education services have been developed in developed countries where English was
recognized as an official language. This situation has accelerated the education, more precisely, the
commercialization of innovations. In particular, in the years from 1985 to 2000, franchising and
joint programs and cooperation (twinning) programs of various international levels were developed
in offshore markets through transnational education. Since the 21st century, the establishment of
