TOURISM AND RECREATION IN THE XXI CENTURY: PROBLEMS AND PROSPECTS

Baku, Azerbaijan

Over the years, providing the increase in quantity at schools, quality has been neglected, and lack
of investment in quality of education in the competitive environment brought by globalization has
brought together problems.
In today's market conditions where the problem of unemployment is rising, graduates who are
looking for employment opportunities without qualification needs for the sector are forced to work for
low wages in tourism, which is a labor-intensive area.
Tourism education planning is, in a sense, a process that should go parallel with general tourism
planning. Since tourism education is aimed at educating workers in need of tourism, the direction of
development of the tourism sector and other aspects of tourism education should take into account in
tourism planning. Planning for each station that opens into tourism is considered to be a major activity
[4, p.25].
Technological innovations are also crucial in the tourism sector and in its educational process. At
the same time, the education policy in the tourism sector should be continually altered and improved
in line with the changing needs of the sector. Consistency should be ensured between the tools
prepared to achieve targets in the issues related to education. In order to achieve the highest level of
tourism education government should ensure coordination, teaching integrity and sustainability in line
with education policy targets.
High costs are required for the organization of educational programs, which are intended to train
the cadres in need of the tourism sector. There are some difficulties in continuing education activities
with limited budget resources. State-sector cooperation in the development of tourism education is of
crucial importance. Within the public-private partnership, special courses should be organized in order
to educate cadres with the aim of developing their professional skills and abilities. In addition, Social
Behavior Seminars should be organized in order to improve the service standards of the staff working
in the tourism sector and to develop their social skills, the instructor, department manager, deputy
directors have to transfer the knowledge and experiences they have to their subordinate employees
[12, p.107]. All the investments and efforts made in the name of education are meaningful with well-
defined policies, appropriate strategic choices, detailed plans and programs, as well as application
sustainability.
One of the important issues in raising the role of the tourism sector in regional development is its
attitude to the environment. There is a deep connection between tourism and ecology. The recent
United Nations statement states that the violation of the biodiversity in the ecosystem is linked to all
human activities. Tourism is an area that has damaged ecology, or destroys limited and valuable
resources. Building a tourism infrastructure, even though it is not a industry-oriented area, is directly
involved in the intervention of nature. The real development of tourism should be carried out with the
preservation of natural beauty. Negative environmental impact should be eliminated for the efficient
development of tourism. Unplanned and systematic construction of tourist centers can lead to the
destruction of natural resources. The development of tourism in this way raises issues such as tourism
related with construction and infrastructure and other activities, such as water shortages and energy
problems in the local population. From this point of view, the impact of tourism on the environment
should be taken into consideration. There should be no commercial structures or industrial buildings
that cause pollution of air and water outside the tourism centers. For sustainable development,
harmonious development with nature should be carried out, and enterprises that damage natural
resources should be involved in nature compensation measures. At times, a strong flow of tourists can
lead to a natural balance. The level of tourism has dropped due to environmental problems in the
world's most popular tourist zones. Global warming also has great impact on tourism. Problems such
as falling snowfall and rapid melting of the abdomen create problems in the development of winter
tourism. The Alps system covering the territories of Italy, Monaco, Austria, Germany, France,
Switzerland, Liechtenstein and Slovenia, Thai beaches, popular national parks and thermal sources in
Kamchatka are famous for tourists. For this reason, tourism in these regions has developed very much.
Many tourists, hunters, and athletes pollute the environment and damage the environment. The
establishment and construction of tourism infrastructure results destruction of scenic landscapes. As a
result of the measures taken to increase the variety of tourism products in recent years, the number of
modern tourism facilities has increased considerably during the winter season. The ski resort also has
some adverse effects on the environment. There is absolutely technical snow. The creation of artificial
