GERALD STEUERNAGLE AWARD

Jerry Steuernagle (1940-1971) was one of Cincinnati’s most liked and respected bridge players, known particularly for his sense of humor and for always being a gentleman at the bridge table. Since 1972

the Cincinnati Bridge Association has presented the Gerald Steuernagle Award annually to the most outstanding CBA player of the year.
The Award is based on four factors:
1. The nominee’s contribution to the promotion of duplicate bridge.
2. The nominee’s action in setting high ethical standards.

3. The nominee’s compassion, sportsmanship, and sense of humor.


4. The nominee’s willingness to help less experienced players.
Please take a moment to reflect on someone who meets these qualifications. Any CBA member is eligible and this is your opportunity to help the CBA honor one of its outstanding members.

CBA Awards to be presented

ROOKIE OF THE YEAR to the player starting with fewer than 50 masterpoints who wins the most masterpoints between October 2001 and October 2002.
MASTER & FUTURE MASTER OF THE YEAR to the two players starting with more than 50 master points but

not a Life Master who win the most masterpoints between October 2001 and October 2002.


LIFE MASTER AWARD CUPS to players who attained Life Master status during 2001.
JANE WARD MEMORIAL TROPHIES to two players who earn the most masterpoints at our summer sectionals

– one a novice player and one an experienced player.


MANNY ISRALSKY AWARD to the player winning the most masterpoints at all CBA sectional tournaments in 2002.
GERALD STEUERNAGLE MEMORIAL AWARD to the player who has demonstrated outstanding contributions to the promotion of duplicate bridge, exemplary behavior at the bridge table, and willingness to help new players.





WHO’S THE BOSS?

When you and your partner are bidding a hand together:



  • Who sets the final contract?

  • Who decides whether or not a game contract is probable -- or a slam?

  • Who decides to stop at the cheapest part score?

  • Who owns the baton, the scepter of leadership?

Is it you? Is it the better player in the partnership? The opening bidder? The one with the best hand. Actually none of the above is true…or should be true. At first there may be no one with the stick in his hand – sort of like an anarchy – until something happens that thrusts the mantle of leadership on one of them. What happens? One of the partners makes a “limit bid” and at that moment his partner becomes the boss.
What do we mean by a “limit bid”? It is any bid that describes the strength of a hand within a fairly narrow, or limited, range: a range of not more than one trick or about three points. That’s easy, isn’t it?

  • Opening 1NT is a limit bid (15-17), or 2NT (20-21), or 3NT (25-26): all natural NT’s are limit bids.

  • Rebidding 1NT (after opening) is a limit bid (12-14), or 2NT (18-19) ; or 2NT after 2C (22-24).

  • As opener, rebidding your suit at the first opportunity is a limit bid (13-15), and so is jump rebidding it (16-18).

  • As opener, raising partner’s suit is a limit bid (13-15), and so is jump raising it (16-18).

  • As responder, a simple rebid of your suit is limited to a minimum range (7-9).

  • Responder’s jump rebidding or jump raising are normally limited to the (10-12) range.

  • Any weak two bid or other preempt is limited (nominally 8-10, 3 trick overbid, with equal vulnerability).

All of the above are limit bids and the bidder’s partner has the baton. He knows the total resources of the partnership within a narrow range and makes a decision for the partnership if he can. The important thing here is that each partner knows and agrees who is in control and doesn’t try to wrest it back from his partner unless partner hands it to him.



  • In a suit or NT contract, he can pass or raise to game as appropriate, or make a limit bid of his own (e.g. 2NT) if he is not sure.

  • Or he can ask partner further questions about his length or strength with a forcing (new suit) bid.

  • After NT bids, we all have the Stayman and Jacoby bids to set the suit (or NT), but it is still the baton-holder’s responsibility to be sure the proper level (part-score, game or slam) is reached.

We’ve talked about limit bids, but what about unlimited bids that are always totally forcing. Bids like



  • Strong 2C (22-??).

  • New suit by unpassed responder (7-??).

  • Jump shift by opener (19-??).

These all request partner to make an appropriate limit bid, if possible, so that he can take proper control.
Finally there are the semi-limited, semi-forcing bids such as

  • Opening one of a suit (12-21), not yet limited.

  • Responding one of a suit (7-??), forcing by unpassed hand, not yet limited.

  • New suit rebid (non reverse) by opener (12-18), not forcing if partner is weak (7-9), but requesting a “limit” rebid in one of the suits or NT.

  • Reverse rebid by opener (16-21).

Once again, the course of the auction will depend upon who makes the first limit bid, and upon how good a boss his partner is.
Board Meeting Summaries
Complete minutes of each board meeting are posted on the bulletin board. Board meetings are

held the second Tuesday of every month at 5:30 PM. All CBA members are welcome to attend.




May 14, 2002. Present: W. Bunker, H. Behr, J. Burpee, C. Gleisinger, E. Hickman, W. Higgins, R. Isaacs, B. Levinson, J. Norris, N. Sachs, M. Segal, L. Wolber. Absent: C. Ahlert, J. Kieffer, F. Pollack. The CBA lost $ll35 in Apr. due to the fact that we had no tournament or special event income to offset the operating loss. A motion was made by R. Isaacs and seconded by W. Higgins that we pay CBA Directors one half their normal fee or $42.50 when the game is canceled due to lack of attendance. Motion unanimously approved. W. Higgins will negotiate repairing the water damage with the owner of the building. The StaC will be held June 3-9. N. Sachs reported that 70+ Mentor-Mentee partnerships have been paired up for the program and the will be on Fri., 10/13/02. The Finance Committee concluded that the CBA will lose between $8000 and $10,000 in 2002. W. Higgins made a motion requesting that the CBA raise the fee for individual players from $4.50 to $5.00 and raise the table rental for non CBA games from $7.00 to $9.00 effective Jan. 1, 2003. The motion was seconded by W. Bunker and unanimously approved. The CBA Board voted to increase the cost of the vendor machine drinks from $.50 to $.75. M. Segal reported that she has ordered 40 Entertainment Books. J. Kieffer introduced information on ACBL sanctioned Inter-Club Championships that are played on the Internet. The Dayton Unit asked if we would be interested in a competition between teams from Columbus, Dayton, Indianapolis, and Cincinnati. A group of bridge players from China will be making an extended stay in the Cincinnati area and want to play bridge while in our country.
June 11, 2002. Present: C. Ahlert, H. Behr, J. Burpee, C. Gleisinger, W. Higgins, R. Isaacs, J. Kieffer, F. Pollack, J. Norris N. Sachs, M. Segal, L. Wolber. Absent: W. Bunker, E. Hickman, B Levinson. The CBA broke even in May, due to the better than average April table count and the April GNTs held at the club. The CBA was assured by The Indiana Insurance adjuster that we do not have any mold and that the company will pay for cleaning all carpet areas and replace all damaged ceiling tile. The STaC held June 3-9 had a total of 300.5 tables and recorded a net profit of $2728.31. A motion, made by J. Kieffer and seconded by M. Segal, to add a caller information service to our Internet and telephone system was unanimously approved. The majority of the 45 members who responded to the questionnaire regarding future ALERT mailings wanted the ALERT mailed to their home. It was agreed that the ALERT delivery system would remain unchanged. The Mentor-Mentee program has 78 partnerships. N. Sachs announced that she will conduct a stratified non-life master game instead of the 99er game on the 3rd/5th Fri of the month. The regular open game will run concurrently with the NLM game. The CBA Board voted to participate with the Dayton Bridge Association in a competitive team event. Nominees are requested for our “Goodwill Member of the Year”. The Charity Game will be held on Sun, 10/6/02. The CBA Board voted to hold its organizational dinner meeting early in December. Monthly business and the election of officers will be conducted at that time. The CBA was left $500.00 from the late Jane Sabin’s estate.

July 9, 2002. Present C. Ahlert, H. Behr, W. Bunker, J. Burpee, C. Gleisinger, E. Hickman, R. Isaacs, B. Levenson, J, Norris, N. Sachs, M. Segal, L. Wolber. Absent: W. Higgins, J. Kieffer, F. Pollack. Visitors: B.VeVerka. After expenses for the June STaC were paid the CBA netted $1694. Ceiling tile replacement and carpet cleaning will be handled by the building owner. The following information comes from the District 11 meeting: 1. Each unit will be limited to 4 events a year excluding a Regional tournament; 2. Cincinnati is scheduled to hold a Regional Tournament in 2003, 2004 and 2005; 3. Tournament sanctions for a sectional need to be submitted a year in advance, Regional sanctions need to be submitted 2 years in advance; 4. All Sanctions must be made on line; 5. ACBL has proposed guidelines for future tournaments that include changes in stratification, elimination of Senior events, and the addition of promotional events for new players; 6. The President of Dist. 11 will compile a list of District Clubs, contacts, addresses and telephone numbers. The elimination of a Senior Event at our Regional will necessitate revising the wording on the Eve and Israel Horwitz “SENIOR OF THE YEAR” award. The Zero Tolerance committee reported that two serious complaints have been received and are being negotiated. The Player Appreciation Game will be held on 10/18/02. B. VeVerka presented information on the six bridge players from China who will be guests of the CBA.
August 13, 2002. Present: H. Behr, W. Bunker, J. Burpee, C. Gleisinger, E. Hickman, W. Higgins, R. Isaacs, J. Kieffer, F. Pollack, J. Norris, N. Sachs, M. Segal, L. Wolber. Absent: C. Ahlert, B. Levinson. Visitors: A. Pappas. The CBA ran a loss of $2308 in July due to no Tournament income and lower table counts. The personal property insurance increased from $250 to $500 for $30,000 of personal property coverage. N. Sachs moved that the CBA have a Sectional in conjunction with the GNTs and get the Union Hall for extra space on Sat. 3/22/03; seconded by J. Kieffer and unanimously approved. The Hamilton County Health Department inspector did not find any mold on the ceiling tile or on the carpet at the bridge center. B. Higgins met with building owner Stuart Hodesh who expressed the following concerns: 1. Parking in front of the building during the day be limited to disabled drivers and parking on the side of the building to be used only when the rear area is full; 2. Use of the loud speaker be limited to a moderately low volume; 3. Damage be reported immediately to S. Hodesh via W. Higgins or A. Pappas. New locks will be installed on the building doors ASAP. The CBA/ACBL Charity “Red White and Blue Bash” will be held on Sun. 10/ 6. Tickets will be $10.00 with Pot Luck at 4:00 PM and bridge at 4:45 PM. Checks should be made to The ACBL Charity Foundation, a tax-exempt organization. The following CBA Members will run for The CBA Board: Alex Pappas, Pat Newman, Linda Wolber, Ralph Isaacs, Joe Lutz, Cecelia Gleisinger, Jerry Violetta and Fred Pollack -- elections to be held at the Fall Sectional. M. Segal will handle absentee voting. Plans have been initiated by the Board to recognize Norm Coombs for achieving more than 15,000 Master Points. Entertainment Books are on sale for $35.00.
