“desired to be of service in the overthrow of the state,” and he hoped to
forestall unrest.

Yet despite such precautions, within three days of the
senior retired emperor’s death, Emperor Goshirakawa saw fit to issue an
order to subdue unruly warriors in the capital.

Clearly Toba’s efforts had
not worked.
Goshirakawa’s order
failed to defuse the situation, and warriors
flocked to both sides before matters came to a head. Finally, at nightfall

warriors set out for Shirakawa Mansion, the base of the treasonous Re-
tired Emperor Sutoku.

cerned with the transport of Goshirakawa and the imperial regalia to

Although order is restored fairly quickly, with matters being carried out
“just as at court” even on the day of the eleventh, the vulnerability of the
imperial institution in this moment—particularly in its reliance upon
warrior proxies—is unmistakable.

Nobunori’s lack of comment on his
allies’ victory notwithstanding, it is difficult to imagine that he and his
peers were unaware of their dependence on increasingly powerful war-
riors, especially Taira no Kiyomori (1118–81), the eventual antihero of the
Genpei War.
Although the rebellion proper was short-lived, it took time to resolve
matters, including the interrogation and pursuit of scattered enemies and
