The Accessibility and Usability of the Websites of Turkish Universities

Nowadays, among millions of web sites, the ones leading in utilization and accessilibity, provide a better Internet experience to their users. Easier utilization and accessibility of the site is very important for web sites which provide their services over the Internet. Elements of the site such as menu navigation, color consistency, the time it takes to load the site, proper usage of coding increase the visitor’s satisfaction and keeps the users on-line.

The accesilibity of the web site is that it is designed such that a disabled person can perceive, understand and browse it, as well as being able to use it efficiently and create content and provide contribution. Several standards regarding accesibility have been determined, and instruments measuring it have been developed. In this study, the accesilibity standards have been examined and tools used for measuring the sites accesilibity have been studied. In the scope of the resulting criteria, Turkey’s most populated universities’ web sites have been analyzed for compatibility by using HERA accesibility tool.

The web sites of universities are visited everyday by hundreds of people among which most are students and academicians. In order to be used more efectively and eficiently, the universities’ web sites have to satisfy the certain aims of this special group of users. To provide all of these components, several design methods, based on our Internet usage habits, were developed. In this thesis, things which need to be done in order to establish especially the usability of universities’ web sites, have been investigated and some suggestions have been made.

E-Öğrenme Sistemlerine Entegre Edilebilir Online Sınav Modülü Geliştirilmesi

Bu tezin amacı; farklı e-öğrenme sistemlerine entegre edilebilir soru bankası oluşturan ve buradaki sorulardan sınav formları üreten bir modülün hazırlanmasıdır. OnEx olarak adlandırılan bu çevrimiçi sınav sisteminde temel olarak; “Bilgi, Kavrama, Uygulama, Analiz, Sentez, Değerlendirme” soru düzeylerine uygun olarak soru bankası oluşturulabilmekte ve “Çoktan Seçmeli, Açık Uçlu, Boşluk Doldurma, Eşleştirmeli, Doğru-Yanlış” soru tiplerine göre sınav sorularından oluşan formların hazırlanması mümkün olmaktadır. OnEx aynı zamanda; öğrencilerin girdikleri sınav sonunda hangi öğrenme düzeyinde başarılı ya da başarısız oldukları konusunda detay bilgileri raporlamaktadır. Bu raporlama özelliği ile öğrencinin bireysel öğrenme sürecinde uzmanlardan doğru desteği alabilmesi mümkün olabilecektir.

Bu tez çalışmasıyla geliştirilmiş olan OnEx sınav sistemi ile e-öğrenme sistemlerinin kullanıldığı eğitim programlarında öğrencilerin gerçek bilgi düzeylerinin anlaşılabileceği, örgün öğretimde kullanılan ölçme-değerlendirme sürecine uygun sınavların yapılabilmesi için doğru hazırlanmış sınav formlarının OnEx sınav sistemi tarafından üretilmesi mümkün olabilecektir.

Şu anda uygulanan e-öğrenme sistemlerinde kullanılan online sınav modülünde sorulan sorular; soru düzeylerine göre oluşturulmadığı için öğrencilerin bilgileri ayırt edici bir şekilde ölçülememektedir. Bu sınavlardan elde edilen sonuçlar objektif bir değerlendirmeyi de sağlayamamakta ve gerçek bir ölçme değerlendirme işlemi yapılamamaktadır. Uygulanan sınavların öğrencilerin düşünme becerilerini ölçmeye dönük olması hem öğrencilerin öğrendiklerinin kalıcı olması için, hem de objektif ölçme ve değerlendirme için bir gerekliliktir.

Bu sebeple YÖK, e-öğrenme sistemlerinin uygulandığı öğretim programlarında; bu sistemlerde hazırlanan sınavların sadece konuların anlaşılıp anlaşılmadığını ölçme amaçlı olan ara sınavlar olmasına izin vermekte, sene sonu bitirme sınavlarının on-line yapılmasına izin vermemektedir. Bu tez çalışması; e-öğrenme sistemlerindeki bu eksikliği gidermeye yönelik olarak hazırlanmıştır.

OnEx sistemi; PHP programlama dili ile MySQL veri tabanı kullanılarak geliştirilmiştir. Geliştirilme amacına uygun olarak mevcut e-öğrenme sistemlerine entegre edilebilir, web tabanlı bir sınav modülüdür.

Development Of An Integratable Online Examination Module For E-Learning System

The aim of this study is to generate a module organizing question banks that can be integrated into different e-learning systems and producing examination forms from these questions. This online examination system called OnEx creates question banks according to knowledge, comprehension, application, analysis, synthesis, and evaluation taxonomy and it gives the chance to prepare question types which are open-ended, short answer, multiple choices, true-false, matching. OnEx, at the same time, reports the detailed information about the learning levels and at which learning level the students are succesful or not following the examinations. With the help of this reporting system it is possible that the students will be able to take the proper support from the experts during the learning period.

By the application of the findings of the study, it is proposed that examination question forms will be generated that help to determine the real knowledge base of the students, which are suitable for the measurement and evaluation process. Measurement and evaluation is one of the indispensable parts of the instruction and education process and it is used to decide whether the learning goals are achieved. One objective of the evaluation process is to sustain and improve students learning.

Currently, the e-learning systems used in online examination modules are composed of questions that are not prepared according to knowledge levels. Therefore the measurement and evaluation of a student-learning outcome is not conducted accurately. However, the compatibility of the examinations for the evaluation of the thinking skills of students is needed both for the permanence of students learning and objective measurement and evaluation. 

Therefore, the Council of Higher Education permits only mid-term examinations by e-learning and restricts the final examination to a written form for the education programs in which e-learning systems are used. This thesis aims to compensate for the features needed in e-learning systems. This study shall be prepared in order to compensate for this deficiency in e-learning systems.
OnEx System shall be developped by PHP Programming Language and MySQL database shall be used and the structure shall be internet based.
